I agree.  Why wait until people are injured or killed before doing something
about it.  Just because we haven't heard of blind people being injured or
killed by a quiet car doesn't mean there's no need for modification of the
cars.  There are still relatively few of these cars around, but you really
can't hear them when they're running on the battery.
