Dear Robin,

I agree with most everything you said here, but there are certainly some
signals out there that do make so much noise that they do mask sounds of
approaching traffic.
It really doesn't take much to do you in.  You only have to miss just once.

The issue with crossing with crowds is that many times sighted people do
not actually pay a bit of attention to a walk signal.  Take for instance
Las Vegas where people walk whenever assuming that the traffic will stop
for them.  There is no gauranteee.  I think we are more careful but I
would never ever depend on a crowd as I would probably be the one member
of the crowd to become road kill.  The issue with quiet cars is that some
are so quiet you will not have any clue they are there.  No APS signals
do not replace good mobility by any means but they simply give us more
information.  I dont think any APS signals are so loud they drown out
other noises.  If they are then they need to be adjusted.  I think that
they do not hinder a blind person but you dont have to listen to them and
should not soley believe because a light says walk to walk without using
your other senses as well.
