Acording to one of my fellow scout leaders, (& I unfortunately didn't question his sources), any flag used for ceremonial purposes should be one of the sewn flags (& I would think that flying over a national monument would be considered ceremonial)

Also, many, (most), American flags are now made in China. My guess is
that these cheap Chinese made flags are the ones that cannot be
distinguished by touch.
I own a flag that was flown over the U.S.S. Arizona Memorial. It is in
a special wrapper identifying it. So I cannot determine if it is one
that can be distinguished tactually.
Still, all that needs to occur is for the Army or U.S. Department of the
Interior to purchase higher quality American flags for Arlington
National Cemetery. They could do that without an act of Congress.
There is a company in Georgia or Alabama that makes high quality
American flags. The problem would be solved. Of course an American
made flag would cost more.

The better made flags have pieces sewn together in the different colors
& the stars embroidered on the blue field. You *can* feel the stars &
stripes on these flagsEven on the cheaper, print
Flags you can sometimes differettiate the stars & stripes if you feel
just right, but it is difficult.

I agree Hope. I was about to say the same. The NFB flag pin is the
only flag that the stars and stripes can actually be felt, that I know
of. Those newly blinded are less likely to be able to feal and
distinguish a design than one who has been blind for a while.
