  The legislation is aimed at so-called "over-the-road" bus companies
  which compete against Grayhound for long-haul business at reduced
  prices. These are much more common in the East than they are west of 
the
  Mississippi. There have been quite a few cases (some involving members
  of NFB) wherein such companies refused to transport people with guide
  dogs. I think Joe Orozco ran into this problem a year or two ago. I
  exchanged email with Jim McCarthy and he said it was worthwhile
  legislation.
