Sounds to me like she needs help from the national office of the NFB.
They are good at solving cases like this.  They will fight for a persons
leagal rights as a blind person.  If they need Braille training and are
being deprived of it, they will help.  
Do you know if your friend belongs to an NFB chapter or if the have
gotten help from Doors.
