Job Description:
Establish and maintain a system of service agreements for State
Services for the Blind with community rehabilitation programs (CRP)
and individual vendors
so the customers obtain quality adjustment to blindness training and
other CRP services.
Develop, implement and maintain a case review process and protocols
for the Workforce Development and Senior Services Units, serving
blind, visually-impaired
or DeafBlind customers. Collaborate with field unit directors to
develop effective measures that will result in improved performance
and compliance with
applicable federal and state laws, regulations, rules and policies so
that customers receive quality services.
Conduct the triennial statewide assessment of vocational
rehabilitation needs and assist with the development of the State
Services for the Blind vocational
rehabilitation state plan and annual updates for submission to the
Rehabilitation Services Administration so that the program is
operated in conformance
with federal requirements.
Design and implement the triennial staff training needs assessment
and assist in developing the RSA in-service training grant plan of
activities based
on those findings. Complete the annual in-service training grant for
approval and submission to RSA along with annual reports so that
staff receive the
training they need to maintain their competency in serving blind,
visually-impaired, and DeafBlind customers.
Assist with the administration of fiscal operations, in collaboration
with other key staff.
Minimum travel is a part of this job (approximately once a month to
outstate offices).
Minimum Qualifications:
Please describe your qualifications, experience and knowledge in the

Bachelor's degree and five (5) years professional experience in a
vocational rehabilitation services area (e.g., counseling, job
placement, administration,
etc.);
OR
Master's degree in Vocational Rehabilitation Counseling and three (3)
years related professional experience.(i.e., counseling, job
placement, administration,
etc.)
Knowledge and understanding of vocational rehabilitation laws,
federal regulations.
Knowledge about related federal laws, such as the American with
Disabilities Act, Technology Act.
Knowledge of standard survey sampling methodologies and statistical
tools for analysis.
Knowledge of federal and state budgeting procedures.
Ability to analyze and synthesize the results of evaluations and
outcome data to identify statewide and individual training needs and
develop training
to meet those needs.
Demonstrated ability to provide comprehensive written analysis of
complex issues.

Preferred Qualifications:
Knowledge and understanding of working with individuals who are
blind, visually-impaired, or DeafBlind.

Effective communication skills (both oral and in writing).
