I think it's amazing that an agency, through rehab services, paid for
something like this.  I wonder how many blind people have had to go without
equipment or services they need, because the money has been spent on this
woman's surgery?

If rehab payed for the cirjury, and the woman is no longer blind, she will 
not need training and equipment that they would otherwise provide. If part 
of her rehabilitation plan included gaining sight, then so be it.
