The reason there is braille on the drive-thru ATM machines is that it's 
cheaper to make one ATM front panel template than to make one with 
braille and one without.

I doubt there would have been braille on ATM's at all but for the ADA 
and other similar legislation and the forlorn hope of banks that simply 
putting braille on the machines would have been enough to satisfy 
accessibility requirements.
