Dear All,
First of all, different states have different laws and regulations governing
rehab.
I would say this.
If this young lady has the grades and wants to go to school or college. She
needs to tell her State Division of Blind Services that she wants to go to
school and pursue a career by getting a degree or by working.
She then should have the right to demand training to accomplish this goal of
school or employment. She needs to show them that she has goals and wants
to go to work at something. She can always change her goals and objectives
down the road, but she needs to appear as if she is sure of what she wants
to do or she will have a lot of trouble getting her state to help her.
She should then go where ever she can get the best and kind of training she
seeks.
She could go to an in state rehab agency or one out of state.
Under the Freedom of Choice amendment to the Rehab Act of 1973, as amended,
she has the right to attend most any rehab agency that she wants to go to,
in state or out.
The state Division of Blind Services, can pay for this, but is only
obligated to pay as much as they would pay for any in state services and the
rest would be up to the client to pay. Many times, a scholarship can be
found to make up this difference. Many states pay the whole thing.
This provision was designed to allow students to pick a rehab agency, much
as a student picks a college or university to attend; because it offers the
kinds of classes and subjects that the student wants to learn in order to
reach their career goals, such as becoming a lawyer, a doctor, and engineer
or accountant.
She has this right and must not let counselors bully her into something less
or something she doesn't want.
Getting a good foundation in good skills of Blindness is a must. Learning
to travel independently, good communications skills such as Braille and the
Computer, personal care skills such as good grooming and handling a bank
account, shopping and cooking all are needed to be successful.
Spending some time at someplace like the NFB Centers would certainly train
her to be among the best.
There are other good centers too, but I know the quality of the NFB
centers to be of the highest caliber and if you are going to invest time in
learning to better yourself, it takes just as much time at a bad rehab
center as it does at a good one.
I learned along time ago from my track coach that if you want to be the
best, run with the best. Do what they do and always try to do it better,
then one day you will be the best or at least the best you can be.
That advice helped me go to the Olympics and an N.C.A.A. National
Championship title and it helped me become a very good engineer.
Don't let time pass you by. Go for the gold ring. Don't be afraid to fail
along the way. Just pick yourself up and get back in the race. It is still
an accomplishment to even finish last as opposed to not finishing at all by
never trying.
