You do see a lot of people in the Federation offering their advice of what
they would do, and they do tend to say it often like they think you should
do it that way too.  Generally they've got reasons why, but it can come
across as people trying to dictate your actions at times, particularly if
you are a bit thin-skinned or the person offering the advice is being
rather pushy about it.

It isn't an organizational policy, it's just individual people doing what
individual people do.  *grin*
