While I think Ryan may have a point, the fact is there are fewer children
who have only blindness as a disability.

There was a bubble phenomenon in the sixties and early seventies resulting
from babies being over-oxygenated in incubators in the fifties and early
sixties.  Improvements in the use of this technology and the care of
pre-mature babies has almost eliminated this phenomenon.
