That case was, AFAIK, fought and won a long time ago. A federal judge
determined years ago that the ADA required the government to make money
identifiable to the blind. The final decision was that they didn't have
to because it would cost too much money or not be practical or something
like that.
My response then is the same as now: "Um, whatever." Depending on the
government to protect me from fraud, theft, and whatnot seems like a
really foolish idea to me. It's true the money could be more accessible
in this country, but I'm not going to let the fact that it's not get in
the way of collecting, identifying, and using it. *grin*
