That is just what I have been trying to get across since last week.  
You can only lead a horse to water, but you can not make him drink.  

We can lead him to the imfo but it looks like he is to bullheaded to
catch on that he can do something for himself.

I have a genuine question for you.
If it is available online and you have screen-reading software, then it
is already accessible. Why are you acting like it is someone else's
responsibility to braille something for you and send it to you? 
As I see it, there is a difference between saying someone should make
something accessible and saying that they should braille it out and send
it to you. Why is it anyone's responsibility to braille something out
and send it to you if it is available online for you to download and
read with your screen-reading software?
Please clarify this point for me.
As to your question regarding the KNFB reader, yes, it can read print
forms very well.

Ain't a matter if they are accessible to the sighted, which they are.
Its a 
matter that they are made accessible to those of us who happen to be
blind.
