[Nfb-science] cb radios and radio scanners

List,
Since this list doesn't seem to have much traffic I thought I would post my questions to see if I can elicit a few responses. First one of technology. Does anyone know how much improvement there has been with cb radios over the last 20 years for picking up conversations over the air? I have a car mountable cb running through a power transformer connected to an 8 foot roof mounted whip and rarely pick up much chatter even though I am just a mile off a major interstate. Thus my question would a newer cb be any better at picking up radio chatter, or is the cb going the way of the 8 track?
Second does anyone have suggestions on which radio scanner is the most accessible to the blind? I have found several of the higher end scanners which cover the trunking frequencies have pc loadable software on them.
Finally, if this topic is not within the scope of the list please suggest which list would cover this topic.
