How do I figure out yarn substitutions if I am not able to know the gauge?

Would I go by weight?

Also, if I wanted to use a different gauge yarn but still have a pattern
come out the same size, how would I compensate for this?  Would I double or
triple strand until I came up with the same gauge?  I am particularly
interested in figuring this before I buy the yarn and how to determine if I
am only given the weight and not the gauge.
