I am an artist, using clay as my medium.  I also consider myself to be an
artist in the knitting, crocheting and other pieces I do.
 
In looking up the definition of "artist"...there are several:
 
"a person whose creative work shows sensitivity and imagination"
 
"One, such as a painter,sculptor, or writer who is able by  virtue of
imagination, talent or skill to create works of aesthetic value"
 
"A person whose work shows exceptional creative ability or skill"
 
In looking at these definitions, I feel we are all artists.

I agree with Mike.  I also want to raise another point.
 
You are talking about krafters and artists.  Artists are very
different from crafts.  Are there artists here, that is painters,
sculptors etc.  That is very different from people who quilt, sew,
knit, scrap book etc.  I am not making a value judgment, just do you
really mean to include artists -- and are arts people going to want
to set up their own division.
