Dear Terri,
To become a Division, you will need the permission of the National HQ and
will have to come up with a mission statement and a draft constitution that
is first approved by the national and then voted on by the division
membership at a national convention. You would need room space for a first
meeting to sign members up, collect division members ship dues and vote on
the constitution.
You may have to start as a Committee first and then try to become a Division
at the next national Convention.
Check with National about the steps.
