First class will be $.41 for the first ounce. Postcards
will be $.26.
However, rate for 2 oz mail goes down as they are
reducing the rate for
additional ounces of first-class mail from 24 cents to
17 cents.

Now: 39+24 =  .63
Later: 41+17=  .58

So it makes sense to send 2 oz rather than 1 oz.
