My sister-in-law just flew from Atlanta to South Dakota Christmas Eve and she 
says that the bulkhead seats are more expensive because the airlines says 
there is more leg room so charges an extra 20 dollars or more for folks to 
have them.
When I actually did want a bulkhead on a recent flight, the two folks, 
business types, who had them refused to give them up, even when the complaint 
resolution officer offered them all kinds of stuff.
I am a large woman, my dog is not small either and we crowded into a tiny 
spot near the back of the plane, no extras offered to us either.
