Julia,
This may not be the most conventional way to deal with the issue, but lately I have been dealing with inaccessible pdf files via the Chatgpt Advanced Data Analysis beta. It wasn't originally designed for this, but it is very good at using OCR and either doing very thorough summaries of the contents of each page or simply giving the entire text to you. You will need a Chatgpt paid account for this to work properly. I have also worked with pdf files on claude.ai, but can't remember if it supports OCR or not.
