Hi Lizzy,
I studied abroad in Paris, France a couple of years ago during the spring semester of my junior year, and it has really been a life-changing experience for me.
I'm not really clear on what you're looking for exactly. What do you mean by AIF's and API's? API's are what developers use when designing software, and I have no idea what AIF stands for. Could you clarify this for me and/or anyone else on here who aren't familiar on what you're looking for? If you're asking about services for the visually impaired in Spain or the country you're studying abroad in, I was able to get in contact with the local organization for the blind in Paris, France, and they were able to provide me with orientation and mobility (O and M) to help me navigate on my own around the city, as well as navigate the public transit system. I'm sure the places in Spain where you might be studying have some way of receiving O and M training if that's what you're looking for. I'd recommend reaching out to an organization called Once (pronounced "own-say"), which is the organization for the blind serving Spain and Latin America. I don't have any contact info for them myself, but I'm sure a Google search will help you to reach out to them.
In addition, if you listen to the NABS Now podcast, they did a full episode on studying abroad a couple of years ago. I don't have the link to the episode in front of me, but I'm sure someone from the Board can provide it to you either on or off list. You can also just search and subscribe to NABS Now Podcast wherever you listen to podcasts.
