Greetings all,
The BEA was formed to speak for all of the blind organizations  relevant to 
Randolph-Sheppard issues, in Washington DC.  Its purpose is to  lobby to 
preserve and protect the Randolph-Sheppard Act and thereby the best  employment 
opportunity for the blind in the United States.  The leadership  within the BEA 
with their collective knowledge IS the authority on legal  matters and how the 
Act may be affected.  
On Friday, at  BLAST, it was announced, that the Dept. of  Defense Inspector 
General's report had been released the previous day, and it  was not good for 
Randolph-Sheppard.  The report is over one hundred pages  and will be 
available on the web some time this week at _www.dodig.mil_ (http://www.dodig.mil)  .  
The BEA was very clear in its message, the Randolph-Sheppard  Act is under 
attack.  We all must stay informed, so we can take action as  needed.  If you
