No, it's just a figure of speech.  :)  You've probably heard people
recounting the story of, say, an argument, and you may have heard the
phrase, "They just ate each other," meaning that they were both extremely
angry with each other and were saying hurtful things.  In the case of
people of different social classes, they are not treating each other well,
are fighting among themselves, etc.  Just like the two people in the
argument, they are not literally eating each other.  As far as I know,
canibalism was/is only practiced by certain tribes in New Guinea and other
places.  According to there religions; they believe that eating a part of
a deceased person will give them his or her good qualities.  Aside from
that, it may happen/have happened during famines elsewhere, but this would
be rare and not to a great extent.
