Dear Kris,
Here is just a word from the horse's mouth. NLS does happen to have three volumes of Hanon's exercises (the Virtuoso Pianist) available online, i.e., on web-braille, as it is commonly known. As you have read, these can be downloaded and embossed whereever you are. If you haven't signed up for web braille access, you may call the Music Section or your regional talking book library.
This title, the complete Hanon exercises, has never been for sale in the United States, to my knowledge. NBA did sell a portion of it, but not all.
Finally, I would also like to say that although hardcopy NLS materials are for loan only, we are liberal in our borrowing regulations. Normally, you may keep a music score for as long as you require or need or want it. This can be years, in some cases. We are increasingly able to do this because we have or can create electronic files of the same music.
So, I hope your current quest will soon be satisfied.

Hey, an excellent idea. I have never used the online service for the music
section, so I don't even know what's out there.
