Jim,

The article that you sent identified the real problem.  The problem is 
not the blind or any other pedestrians, the problem is the motoring 
public and law enforcement,  The motoring public is unaware of the law 
regarding pedestrians and the White Cane law or they are just ignoring 
the law.  The bigger issue is that law enforcement is ignoring the law 
and not enforcing the laws that are currently on the books.  Every state 
has it's own version of a white cane law and they are all similar in 
there wording.  If you have never read the law as it is written in the 
state of Montana, please send me an email ad I'll send you a copy

In the article, an officer of the law stood by and watched  150 
violations of the law within a 2 hour period.  How can this be for those 
"Who Protect and Serve"?   The Palm Beach Chapter of the NFB should 
protest to their City government and demand that the police department 
enforce the laws of the state of Florida.  When they go before their 
City commission or other governing body, the chapter member needs to be 
carrying their white canes, have their guide dogs and hopefully be 
wearing a White Cane Day T-shirt from the Capital City Chapter or their 
own method of displaying their message.  If the City Council will not 
have the Police Department enforce the law, then the next step is to go 
to the chief law enforcement official in the state, the Attorney General 
of that state..  The next official in line would be the Governor of that 
state.  The question to ask of any of these officials is "How many 
persons, vision impaired or sighted, young or elderly need to be injured 
or killed before the law is enforced?"

By example, another chapter in Florida, the East Hillsbrough Chapter of 
the NFB (refer to the January issue of the Braille Monitor , page 69, 
the article entitled "Fifth Annual Meet-the-Blind Month Campaign), made 
drivers aware of the law by having an officer present to observe 
violations as they occurred and the officer proceeded to issue 12 
citations within less than a three hour period.  Each violation cost the 
offending driver $ 60.00 plus three points on their driving record.  
Three points are generally enough to raise a person's insurance rates, 
so that moving violation will cost the offender more than just $ 60.00. 
out of his or her pocket.

White Cane Day is not just on October 15th of each year, it is every day 
of the year for those of us who cross streets and roads throughout the 
country.  Someone recently told me that we don't need to beat people 
over their heads on this issue, but my opinion is that motorists and law 
enforcement officials need to be reminded each and every day by those of 
us who are using a white cane  or being led by a guide dog.  Everyone in 
a crosswalk should feel safe and secure when crossing a street or road..

The issue of pedestrian safety for everyone is an issue that each local 
chapter , each state orginazation, and  every national
 organoization should be actively  promoting.  We should all strive to 
be in the forefront of this very importanrt issue
