I would tend to agree with your hubbie- particularly if it's nonfiction we're talking about here. You can always reshape an article to meet the specific needs of the publication you'll be submitting to. This becomes easier to do as you gather more expertise on a topic, and it's easier to do if you are willing to be flexible in terms of the presentation of your material.

As for your question on submitting stories, I've never heard of any rules
about submitting to one magazine at a time.
