Job Description: The position is established as the Executive
Director to manage and promote the development and expansion of the
Global
Partnership for Disability and Development through growth of member
organizations and the implementations of the Global Partnership for
Disability and Development work plan to advance the human rights and
economic well being of persons with disabilities worldwide. The position
is
the lead person working from the Burton Blatt Institute Washington DC
office
to serve as a critical communication and program link to the World Bank,
the
Global Partnership for Disability and Development Board of Directors,
and
the Burton Blatt Institute international activities that are organized
and
leveraged to meet mutually agreeable goals and objectives that benefit
persons with disabilities in developing countries.
Qualifications: Minimum post college advanced degree in relevant
area (education, law, management)
Job Specific Qualifications: Minimum post college advanced degree in
relevant area (education, economics, law, management)
Past executive leadership position in an NGO or DPO, with documented
success in organizational development and capacity building.
Practical operational experience in implementing development
projects in developing countries, with experience in advocating for the
rights of persons with disabilities, inclusive education and/or
inclusive
social and economic development.
Active involvement in the development and/or promotion of the UN
Convention on the Rights of Persons with Disabilities.
Strong writing and communication skills.
Past successful experience with resource development.
Past relevant research experience or collaboration with university
or other research centers.
Other factors that document leadership capacity and accomplishments
to build collaboration among multiple and diverse partners in developing
countries.

Responsibilities: Promote the development and expansion of the GPDD
by
recruiting various organizations worldwide to become member
organizations
that share a common commitment to combat the social and economic
exclusion
and impoverishment of people with disabilities and their families in
developing counties.
Manage GPDD relations with the World Bank, Member organizations, BBI
and Syracuse University, and external partner organizations including
NGOs
and DPOs active in disability and development.
Support the work of the GPDD Thematic Working Groups, and serve as
Secretary to the Board of Directors and to meetings of the Member
Organizations, and coordinate the organization of meetings of the Board,
Member Organizations, and meetings of the GPDD Partners.
Prepare the annual GPDD work program, budget, and Annual Activity
Report.
Prepare in collaboration with the GPDD Thematic Working Groups and
submit funding proposals to the Multi-Donor Trust Fund at the World Bank
and
other potential relevant funders.
Develop and implement a GPDD Communications Strategy to enhance
recognition of the GPDD and its work, including the GPDD website and
list
serve.
Develop a system that minimizes conflict of interest to screen and
select proposals for funding submitted by Partner organizations,
consortiums, and other entities that meet the standards and expectations
of
the Multi-Donor Trust Funds and other funders.
Facilitate communication between the GPDD Board of Directors and BBI
to coordinate and leverage appropriate human and financial resources of
Syracuse University to sustain and expand the GPDD and to achieve
mutually
beneficial objectives worldwide.
Represent and/or facilitate GPDD representation in major
international, regional, or national events related to disability and
development.
Manage the GPDD Secretariat and staff.
Undertake such additional tasks as may be assigned by the Board
and/or BBI to produce maximum return on investment of human and
financial
resources to accelerate the integration of disability issues and people
with
disabilities in their own and other mainstream social and economic
development policies, programs and budgets in developing countries
worldwide.
Continue to design, develop, implement, and evaluate as a process of
continuous improvement activities of GPDD in concert with BBI that a)
strengthen the capacity of organizations of people with disabilities
(DPOs)
and governments in developing countries to address disabilities issues
of
human rights, inclusive economic development, and education; b) increase
knowledge sharing of promising and best practices among partner
organizations and governments; c) improve and strengthen scope and rigor
and
relevance of research by GPDD Member organizations in concert with
university research centers and institutes with a focus on developing
countries; and d) expand networks among GPDD members and national
networks
for disability and development in developing counties.
