Caribou and listers,

Is this proclamation an "attaboy" for the disabled, or an "attaboy" for the
Bush administration? I sure hope the president doesn't hurt his hand patting
himself on the back over the New Freedom Initiative. 

Let's look at its results:  

1. The people he has put in RSA have run one of our NFB leaders out of her
job as commissioner, disregarded the wishes of the blind and other people
with disabilities, and just been downright nasty.  

2. The one stop career centers, while bragging themselves up, have done
little or nothing for blind people.  In fact, blind Minnesotans refer to
them as "useless". I've seen no statistics from the Department of Labor on
the number of blind persons, if any, placed in jobs by the system.   

3. The Ticket to Work is useless for NFB centers and other nonprofits
because the money they pay an "Employment Network" isn't much, and it takes
five years before we can get all of it. (By the way, that's what they
actually call a service provider under the Ticket to Work - an "Employment
Network". Isn't that bizarre?)

Thank you for this message. I am tryingl to figure out what it is we are 
supposed to do with the proclaimation?  Does anyone have a list or does it 
exist anywhere, of the number of persons with disabilities who have obtained

meaningful and paid employment (i.e. at a sustainable, comfortable financial

level comenserate with their skillset, education, expereince/knowledgebase)?

What evidence is there that the website and the program noted have had an 
impact and if so what? The government websites are not the easiest to use 
and one never sees any postings of the number of persons who have actually 
obtained paid, full time work from them. How many individuals in the White 
HOuse are employees with a disability? How many in the State Dept. How many 
of these are veterans vs non-veterans? If anyone has this information or 
knows where it is accessible I would appreciate knowing the source(s). 
Proclaimations are great and we need the president to lead on this issue. 
However, leading means taking actions other than establishing websites and 
issuing proclaimations without data sets which back up these sites.

A Proclamation by the President of the United States of America

National Disability Employment Awareness Month is an opportunity to
recognize the contributions and accomplishments of Americans with

disabilities and to underscore our Nation's commitment to advancing
employment opportunities for all our citizens.

Americans with disabilities strengthen our country's workforce, and
their achievements help keep our Nation the world's economic leader.
Landmark

reforms such as the Americans with Disabilities Act of 1990 have helped
to ensure that individuals with disabilities are better able to engage
in

productive work and participate fully in the life of our Nation. It is
important that we continue to expand on these opportunities for
Americans

with disabilities by eliminating the barriers and false perceptions that
hinder them from joining the workforce. By enhancing the workplace

environment for people with disabilities, employers can help provide
access to jobs that allow these individuals to demonstrate their
potential and

realize their dreams.

Since 2001, my New Freedom Initiative has helped promote the full
participation of people with disabilities in all areas of society,
including

education, training, and employment. Programs such as "Ticket to Work"
and services at One-Stop Career Centers have helped improve access to
employment

training and placement services for individuals who want to work.
Throughout the Federal Government, we have worked to improve access to
jobs for

individuals with disabilities and to promote greater inclusiveness in
the workforce. Individuals and employers can learn more about the
Federal

Government's disability-related programs by visiting

continue to build on the progress that has been made for individuals
