[Jobs] Ticket To Work And Self-sufficiency?

Hello,

I have been in the job market now for almost seven months. Soon after 
being accepted into the SSDI program while continuing to apply for 
employment without success so far, I received two of these tickets in 
the mail. I have never been clear what these are used for and how to 
best apply them to my situation. Could someone who either has 
experience with this or who understands their application clarify this for me?
