MAJOR DUTIES:
You will serve as the District's primary planner and expert in the
administrative
and resource-related management functions of the office. As a key member
of the
District Office Management Team, you will evaluate and recommend actions
to the
District Director and senior staff. You will develop internal District
policies,
rules, procedures and practices for District-wide administrative
functions in
accordance with agency directives and orders, and other guidelines. You
may be
required to supervise individuals engaged in administrative functions,
including
budget, human capital management, information technology, and related
activities.
You will develop the District's resource requirements and action plans
in the
areas of human capital, project planning, information technology,
long-range
budget planning and, as required, strategic planning documents related
to the
office's mission requirements. You will help implement District-wide
outreach,
training and technical assistance responsibilities.

QUALIFICATION REQUIREMENTS: Applicants must meet specialized experience
described below. This requirement is in accordance with the OPM
Qualification

SPECIALIZED EXPERIENCE: In order to be considered qualified, you must
demonstrate, in your resume and responses to questions, at least one
year of
specialized experience equivalent to the GS-12 in a position managing,
supervising, or administering administrative functions in two or more of
the
following areas: budget, human capital, information technology, project
planning.
In order to progress to next level, you must successfully complete
pre-described
training and have consensus of Office of Field Programs, Office of Human
Resources, Office of the Chief Financial Office and Administrative
Services and
Office of Information Technology.

-- You must be a United States citizen to apply.
-- To be eligible for Federal employment, male applicants born after

RATING AND RANKING: You will be rated on the extent and quality of

CONDITIONS OF EMPLOYMENT:
-- This is a non-bargaining unit position.
-- EEOC will not pay travel, transportation and relocation expenses.
-- A supervisory probationary period is required for this position.
-- Current federal employees must serve a probationary period if

this position.
This is a moderate risk position. A Limited Background Investigation is
required
and continued employment in this position is contingent upon the receipt
of a
satisfactory suitability determination. Applicants selected for Federal
employment will be required to complete a "Declaration of Federal
Employment"
(OF-306) prior to being appointed to determine their suitability for
Federal
employment. Failure to answer all questions truthfully and completely or
