Job Description

MDRC is seeking an Operations Associate to join a multidisciplinary team
engaged in research related to health and disabilities. The new staff
member will work mainly in our Welfare and Barriers to

participating in the design, start-up, technical assistance, and field
research activities for a major national evaluation with multiple sites
across the country. 

Responsibilities: 

For its growing health and disabilities agenda, MDRC seeks an individual
who combines strong program design and development and technical
assistance skills with extensive knowledge of employment programs,
income supports, and other services for adults and youth with
disabilities and/or other serious barriers to employment, as well as
knowledge and experience in conducting process/implementation research
and policy analysis. The position provides the successful candidate an
opportunity to: 

*	Assist in the development of employment and health-related
program interventions for beneficiaries of disability insurance; 

*	Provide technical assistance and program-related support to
program service providers in a national demonstration project; 

*	Serve as site liaison between selected sites and MDRC project
directors; 

*	Develop technical assistance tools and qualitative data
collection protocols; 

*	Monitor program planning, implementation, and operations in
program locations; 

*	Conduct interviews and observations with a broad group of
administrators, program staff, policymakers, and other key stakeholders;
and 

*	Write reports and disseminate results to policymakers,
practitioners, and social scientists. 

Qualifications: 

Demonstrated 3-5 years of experience in the direct delivery,
supervision, or management of employment and training and other support
services to low-income individuals and families with disabilities,
serious health problems, or other major obstacles to steady employment
or in providing technical assistance, training, or management consulting
services to organizations that work directly with people that have
disabilities. Experience or knowledge and skills are also required in
conducting qualitative research and public policy analysis in a field,
such as disability, employment and training, health, and/or income
assistance. Bachelor's degree is required; advanced degree with social
science background is preferred. Prospective candidates should possess
the following requisite qualifications: 

*	Extensive subject matter expertise in the field of health and
disabilities, especially health- and disability-related employment
barriers for low-income populations; 

*	Knowledge of field research and qualitative research techniques;


*	Ability to work independently and handle multiple tasks
simultaneously and meet deadlines; 

*	Ability to collaborate and work with diverse program teams; 

*	Excellent written and oral communication skills, as well as
analytical ability; 

*	Demonstrated sensitivity to conduct research and technical
assistance in diverse communities and the ability to relate to program
management staff, site staff, community residents, and program clients; 

*	Excellent interpersonal skills; 

*	Research design and project management experience is preferred;
and 

*	Publication record in the field of health and disabilities is
preferred. 

The position requires significant travel (approximately 5 days/month),
and is based in MDRC's New York office.
