Job Description



Job Title: 	Information Specialist
Department: 	Public Affairs/Project ACTION
Reports To: 	National Technical Assistance Center on Senior
Transportation of Project ACTION

SUMMARY 
Responsible for developing and maintaining a collection of NTACST
products and other resources related to accessible senior
transportation.  Researches and develops information and fact sheets for
NTACST staff and customers on issues related to accessible
transportation.


ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other
duties may be assigned.

1.	Produces bimonthly newsletter, reports, brochures, fact sheets
and other publications related to accessible senior transportation and
the work of Easter Seals NTACST / Project ACTION.  Tasks include subject
generation, writing of content, layout using desktop publishing
software, file preparation for printing, management of mailing lists and
follow-up production and mailing details with selected printers.

2.	Manages database of constituent and customer contacts, monitors
select list serves and assists with Web site management as a member of
an administrative team with direct responsibility for updates of select
parts of the site. This includes providing recommendations for content,
design and potential linkages.  

3.	Maintains and organizes for office-wide use and reference all
NTACST products (print and non-print materials) as well as useful
resources, such as reports and journals, of related organizations.
Assists in communicating news and announcements on relevant topics found
among other federal agencies, resources centers, professional
organizations, and community organizations.

4.	Assists center director and communication manager in identifying
best outside publication outlets for display advertising and editorial
content about NTACST. 

5.	Represents NTACST in staffing responsibilities (e.g., presenting
information, distributing literature, coordinating discussion, follow-up
reporting to the director) at select events such as meetings of the
National Steering Committee; exhibits and trade shows; conferences and
special events of the Federal Transit Administration and Easter Seals,
Inc.  Some of these meetings necessitate out-of-town travel.

6.	Responds to a share of calls from the public through NTACST's
toll-free information line.

7.	Understands and endorses the mission and values of Easter Seals.

8.	Enthusiastically supports every team member by conducting
business ethically and with integrity; demonstrates respect for fellow
colleagues; shows dedication to improving quality, and is committed to
customer service.

9.	Performs other duties as assigned or requested.

QUALIFICATIONS   To be successful, the individual must be able to
perform each essential duty satisfactorily.  The requirements listed
below are representative of the knowledge, skill and/or ability

Job Description

 
Job Title: 		Training and Technical Assistance Specialist 
Department: 	Office of Public Affairs - Project ACTION
Reports To: 		Training and Technical Assistance Manager,
Project ACTION 

SUMMARY 
This position reports to the Technical Assistance Manager. The
individual is responsible for the high-quality delivery of training and
technical assistance, in a variety of forms, to customers of Easter
Seals Project ACTION (ESPA). The Training and Technical Assistance
Specialist will coordinate project-related research, develop curriculum
and training materials, deliver training and presentations at local,
state, regional and national venues, collaborate with national
organizations to develop opportunities for information dissemination to
publicize ESPA products and training and technical assistance services,
and work closely with the Director and the Communications Manager to
ensure that follow-through is completed with customers. 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other
duties may be assigned.

Develop strategies to providing in-depth training and technical
assistance to targeted groups in the area of ADA accessibility issues,
accessible transportation, consumer education, coalition building,
motorcoach training, Mobility Planning Services, strategic planning,
program development and implementation and other ESPA initiatives.
Targeted groups may include U.S. Department of Transportation-funded
grantees, transportation agencies, human service agencies, and members
of the disability community. Responses may require research, referral,
or communication with other staff as needed. 

Document the type, frequency and outcome of training and technical
assistance interactions. Compile and analyze data on a quarterly basis
and on other occasions as requested. Data collected may include
information in a variety of formats as requested by the Technical
Assistance Manger or Director. 

Compile, analyze and publicize program models and strategies of
successful accessible transportation models. Coordinate research
activities for project staff. Collect and provide data to the Director
and other management staff in the form of regular Internet/website
searches, analysis of surveys completed by ESPA staff, subcontractors
and others, as well as other methods used to collect pertinent
information.

Develop and manage assigned program areas and contracts. Develop scopes
of work, identify independent reviewers, and coordinate the review and
selection process to assure an impartial, balanced selection practice.
Work collaboratively with partners and subcontractors to track
subcontractor progress. Provide technical assistance to subcontractors
and intervene on programmatic contractual issues in order to ensure the
timely delivery of a quality-finished product(s). 

Actively represent ESPA on assigned external and internal working
committees, relaying accurate information to the Director and completing
assigned work and follow up as needed. 

Establish, cultivate and maintain relationships with leaders and
representatives from federal agencies and national organizations in the
transportation industry, the disability community and the broad service
delivery system for people with disabilities. Identify state and local
contacts through these organizations and cultivate these relationships
into partnerships that will support accessible transportation
initiatives at local levels.
