I agree with you but what does someone do with the strap while controlling a
seeing-eye dog?  You can probably put the strap over your shoulder but that
can also be awkward, the strap can continually slip down your arm.  Are
there backpacks with shoulder bag options that can be rearranged once the
person is in the building?  Judith
