I have thought about the matter both ways. Perhaps I should have left
it out and let the chips fall where they may. On the other hand, if I
were taking this position I would want to know that the current system
isn't easily accessible to me. It would certainly impact how I budgeted
my time and resources initially.
I might want, for example, to find out how many personnel files there
are and assess the process of converting them to computer. Depending
upon the amount of work required, it might effect whether I wanted the
job or not. Suppose, for example, that I decided that converting the
current filing system into one that I could use might take an extra
three hours per day for the first three months. As a manager, I know
that my regular responsibilities would be on-going, so I would likely
have to stay after work for the extra three hours per day. Would I be
willing to do that? Well, it depends upon my stamina, the pay for the
work and any number of other factors.
I know that some of these issues aren't legally necessary and that the
discussion about reasonable acommodation doesn't have to happen until
after a job offer. On the other hand, as a would-be manager, I usually
try to demonstrate my grasp of the entire job and what it will take to
get it done. In detailing my plans and methods for the employer I often
explain adaptive software or expenses that may be necessary. Knowing
that current personnel files have varying amounts of handwritten
material will impact these plans.
So, having erred by using the word "read" yesterday, I'm now hesitant to
leave the issue out all together, even though, as you point out, it
isn't technically necessary. I'm open to any advice or thoughts you or
others have on the subject. Thanks very much. Mike Bullis

This is much better--thanks for making the change. I'm wondering,
though, if it's necessary to include this statement at all, since it
seems that the company is willing to consider anyone who can access
these materials in any fashion. In any case, thanks for making the
changes you made. As someone who has used a reader to access job
applications, I can attest to the fact that it can be done efficiently.

Hmmm, is it legal to require someone to be able to read handwriting?
Seems to me that would leave out blind people; and it may be deliberate
as visually impaired and "legally blind" are mentioned. What about
"reasonable accommodation" to read the handwriting?
I find it difficult to believe that reading the handwriting is an
"essential function". Seems that knowing what to do with the
handwriting or knowing what it means would be the real essential
function of this job.
