Position Opening: Affiliate Financial Manager

Reporting Relationship
Director for Grants Administration and Financial Analysis

Position Objective
To support and manage the financial aspects of the Reception and Placement 
(R&P) and Matching Grant (MG) programs and be the primary finance department 
contact for LIRS and its affiliates participating in these programs, LIRS 
program managers, and government agencies.



Qualifications include...

    1.. Commitment to Lutheran Immigration and Refugee Service's core 
mission and values and an ability to model those values in relationship with 
colleagues and partners; commitment to refugees and immigrants.
  2.      Bachelor's degree in accounting, business administration, or 
finance required.   One or more years in accounting with experience in 
non-profit accounting preferred.

  3.      Knowledge of US government grant-making rules and regulations 
required.
  4.      Demonstrated problem-solving skills and ability to identify 
critical priorities and take initiative to respond in a flexible way to 
those changing needs. Detail-oriented and motivated to remain current on 
day-to-day requests.

  5.      Outstanding organizational skills.
  6.      Highly proficient in using general ledger software and 
spreadsheets.
  7.      Excellent oral and written communication skills.


Responsibilities include...

    1.. Receive and process monthly reimbursement requests from affiliates 
in a timely manner.  Analyze affiliate monthly data by preparing forecasts 
and reviewing spending patterns.  Communicate with affiliates regarding any 
issues.
  2.      Input data into general ledger system and Excel spreadsheets, 
keeping them up-to-date and reconciled.  Complete monthly reconciliations of 
all general ledger accounts related to R&P and MG. Maintain an effective 
tracking system of program and affiliate financial activity.   Prepare 
routine month-end accruals for R&P and Matching Grant.  Prepare financial 
reports and drawdowns for government as necessary.

  3.      Provide current financial information to relevant program 
managers.  Bring all significant financial issues to their attention and 
provide analysis that would facilitate their management of the program and 
the optimization of award.

  4.      Support a financial monitoring system for the affiliates which 
includes analysis of financial results as well as validation of accounting 
policies and processes.  Review and reconcile annual audited financial 
statements.  Resolve all issues before LIRS' A-133 is due.   Work with 
affiliates to identify opportunities to improve financial operations via 
compliance and/or efficiencies.  Work with affiliates to develop and 
implement resolution plans within reasonable timeframes.

  5.      Identify opportunities to provide value to affiliates by learning 
about their challenges and working with them to resolve their issues through 
one-on-one coaching, making connections between other affiliates, and/or 
providing or recommending appropriate training.  Inform supervisor and 
program managers of relevant issues.

  6.      Assist finance team leadership in the creation, maintenance, and 
ongoing evaluation of tools to measure the affiliates' overall financial 
viability and grant-related performance.

  7.      Thoroughly document all communication, observations, etc. between 
LIRS and the affiliates in the appropriate program files.  Continually share 
all insights about an affiliate with supervisor and the program managers.

  8.      Support the financial budget preparation for R&P and Matching 
Grant programs.  Budget preparation includes modeling the impact of key 
variables and assessing the likelihood of various scenarios.  Work with 
program managers to optimize the award at the LIRS level as well for the 
affiliates.  Prepare budget submission forms for government and affiliates.

  9.      Work with program managers to review monthly actual results and 
produce a monthly forecast for the R&P and Matching Grant programs. 
Identify opportunities to adjust actions in order to be most responsive to 
government guidelines, affiliate and refugee needs.

  10.     Support varied needs of the Finance Department by temporarily 
filling in for the absences of other teammates or doing special projects as 
needed.

  11.      Perform other job-related duties as assigned.

Salary and Terms
Negotiable and commensurate with experience. This is a full-time, exempt 
position based at LIRS' headquarters in Baltimore, Maryland.  An excellent
