The position is located in Lacey.
The Washington State Department of Services for the Blind (DSB) is
seeking candidates for the position of Business Manager. This position
reports to the
Assistant Director for Business Services, and serves as the principle
assistant for business management services.
Agency Overview
The Department of Services for the Blind is committed to providing
quality services to blind and visually impaired citizens. Persons of
working age are
participants in vocational rehabilitation programs oriented towards
competitive employment outcomes. Older blind services are focused on
maintaining independent
living capabilities. The Department also provides counseling and
referral services to families of preschool children who are blind or
visually impaired.
The Department is relatively small, employing approximately 70 people.
We encourage involvement and collaborative working relationships between
employees,
our State Rehabilitation Council, consumer groups and other
stakeholders. We recognize the fact that the alternative skills of
blindness are an essential
foundation for blind and visually impaired citizens who want to enjoy
economic and social independence, and to share in the prosperity of our
vibrant economy.
Principle Responsibilities
This position accomplishes multiple business administration and
financial management functions directly supporting the Assistant
Director for Business Services.
Financial Management:
This position serves as the agency Chief Budget Officer and must possess
a strong understanding of state budgets, federal grant awards and
financial policy
and procedure
Responsible for the development, coordination and submittal of the
agency biennial budget, allotment and federal grant management.
Primary responsibility for agency financial analysis, cost benefit
analysis, cost allocation, accounting and internal auditing
Primary responsibility for the management of agency business services
including telecommunications, contract, facility and records management.
Supervises the Lead Fiscal Analyst providing general agency wide fiscal
accounting support and coordination.
Strategic Planning:
Coordinates and assists the Assistant Director in the development and
submittal of agency strategic plans in compliance with OFM Operating
Budget Instructions.
Integrates agency goals and strategies with budget planning to support
Priorities of Government (POG), the OFM Activity Inventory, and
Government Management
Accountability and Performance (GMAP) processes.
Program Analysis and Caseload Forecasting:
Provides analysis and annual written reports documenting program
performance as well as financial and caseload trends.
Identifies program issues, trends and population data that influence
agency performance and recommends resource allocations to address these
issues.
Risk Management:
Coordinates and assists the Assistant Director in the development and
implementation the agency Risk Management program to include Safety,
Security, Loss
Prevention programs and Disaster Response/Recovery and Business
Resumption planning.
Participates as a member of the Management Team. Provides clear and
positive leadership to employees and customers of the Department.
Candidate Profile
The Department of Services for the Blind is most interested in
candidates who match the following profile:
Bachelors Degree in Accounting, Business Administration or related
field, OR four (4) years experience developing and managing state agency
budgets and
federal grants;
Expert knowledge of state automated budgeting and accounting systems;
Minimum of two (2) years experience in effectively supervising
employees, including delegation, coaching and mentoring;
Demonstrated general business process management experience.

Compensation/Benefits
Maximum annual compensation is $65,600, depending upon qualifications.
Washington State offers a generous, competitive benefits package
