Special Education Learning Improvement Coordinator

$55,000 - $64,533 annually, depending on qualifications

The Office of Superintendent of Public Instruction (OSPI) is seeking a
visionary and dynamic leader to join the OSPI team as Special Education
Learning
Improvement Coordinator. This critical and innovative full-time position
is based in Olympia, Washington. Interested candidates are encouraged to

Instruction leads, supports, and oversees K-12 education, ensuring the

Overview

The position will lead the development and implementation of a strategic
plan to develop innovative and research-based methods to improve the
learning and
achievement of students with disabilities, to improve preservice
training, and improve professional development for both basic education
and special education
teachers in our state. Such improvements would be built around
interventions that:

• Are scientifically-based research in the areas of reading, math, or
positive behavior support
• Potentially reduce the referral rates for special education
• Increase academic success as measured by the WASL and other valid and
reliable measures
• Enables development of an evaluation plan to measure success

The coordinator will work with both the Curriculum and Instruction and
Special Programs Divisions at OSPI. This position will report to the
state Special
Education Director.

Role

The role of this position will be to supervise activities which support
Washington State’s six Special Education State Performance Plan goals
which include:

1. Improve the academic performance of students receiving special
education services.
2. Improve the post-school performance of students receiving special
education services.
3. Ensure that eligible special education students receive a free
appropriate public education.
4. Enhance preservice preparation opportunities for all personnel.
5. Enhance in-service preparation opportunities for all personnel.
6. Retain and enhance skill of existing special education personnel.

Key Responsibilities

• Develop a work plan in conjunction with the Curriculum and
Instructional Division to coordinate these activities including an
evaluation process.
• Coordinate with intra-and interagency personnel and stakeholders to
develop and implement the Special Education personnel development
program.
• Communicate information, activities, and progress to State
Superintendent, Special Education Advisory Council (SEAC), ESD
administrators, OSPI staff,
and others, as appropriate.
• Present at regional, state, and national conferences, as appropriate.
• Provide leadership in developing capacity in the field for
research-based instructional practices in reading and mathematics.
• Supervise the 2006 Connecting Ideas Project no-cost extension
activities.
• Coordinate activities with the K–12 Special Education and Early
Childhood program supervisors.
• Develop and lead activities with regional ESD special education
personnel; Association of Teachers of Special Education (ATSEP) and
federal coordination
with CCSSO/Access Center.

Candidate Profile

The Office of Superintendent of Public Instruction is seeking candidates
who exemplify the characteristics and experiences of the following
profile:

• Master’s degree in education or related field.
• Special education endorsement or degree.
• Five years of teaching experience, minimum.
• Experience in an administrative, supervisory or consultative role
managing a special education program at the school district, ESD, or
other regional,
state, or national level.
• Current and thorough knowledge of reauthorization of IDEA 2004, NCLB
state standards, and research on learning and instruction.
• Experience with grant writing and management.
• Experience as skilled group facilitator.
• Experience working as a collaborative member or intra-and interagency
teams.
• Skills to communicate effectively in both written and oral form to a
broad and diverse audience, including public speaking.

Compensation

The range for annual compensation for the position is $55,000 - $64,533,
depending upon qualifications. Washington State has a generous benefit
package
including health, dental and life insurance, retirement, and an optional
deferred compensation program.
