WORK LOCATION: The Exchange Building, 821 Second Ave., Seattle, WA.

WORK SCHEDULE: This position is exempt from the provisions of the Fair
Labor Standards Act, and therefore not eligible for overtime pay.  The
workweek is normally 8:00 a.m. – 5:00 p.m. Monday through Friday.

PRIMARY JOB DUTIES: The Accessible Services group, in Metro’s
Paratransit & Rideshare Operations Section, provides a variety of
paratransit services to customers in King County with special needs due
to age or disabilities. This lead position, which reports to the
Supervisor of Accessible Services, manages registration and evaluation
services for the ADA Paratransit and Taxi Scrip programs, the section’s
bus training services, and all customer information services for Metro’s
accessible services.  Specific duties include: List of 16 items • Manage
eligibility determinations for ADA-related paratransit services, using
the Trapeze paratransit management information system. • Oversee work
assignments for seven staff to ensure public phone coverage and timely
eligibility determinations. • Provide information and advice regarding
federal regulations and County policies and practices. • Procure and
manage contracted functional evaluation services; provide guidance and
support for contractor staff. Review referrals and evaluation results
for accuracy and consistency. • Attend meetings for customers appealing
eligibility determinations. • Respond to customers who express concerns
regarding eligibility determination processes or decisions. • Meet on
specific issues with community agencies whose customer base is shared by
Accessible Services. • Coordinate with operations staff to ensure
consistent customer information and service delivery practices. • Design
and implement policies and procedures related to workgroup service
delivery, such as implementation of conditional eligibility, region-wide
coding and eligibility determination practices, and standards for bus
travel training. • Approve requests for individual bus training.
• Oversee data entry of bus training information into customer database;
provide guidance and support for project manager. • Periodically
negotiate contract renewal or re-procure work. • Develop letters,
newsletters and brochures. • Assign and participate in outreaches to
community agencies. • Ensure adequate supply of printed materials for
customer information, registration and service provision. • Other duties

QUALIFICATIONS:  Candidates must meet the following minimum
qualifications:

• A bachelor’s degree and three years increasingly responsible
experience in related planning and program management, or the equivalent
combination of education and experience, are required. • Thorough
knowledge of ADA paratransit eligibility regulations, with broad
knowledge of cognitive and physical disabilities. • Ability to
communicate effectively with seniors and persons with disabilities,
community agencies and decision makers. • Excellent personnel management
skills. • Experience with and understanding of paratransit service
delivery and transit operations. • Experience with MS Word, MS Excel,
and a leading paratransit services management software that includes an
eligibility determination module. • Demonstrated ability to analyze and
recommend alternative policies, programs and projects. • Demonstrated
team leadership, coaching and mentoring skills and the ability to
establish and maintain excellent working relationships with others and
participate effectively in teams. • Project management skills and
ability to handle multiple tasks and priorities. • Creative
problem-solving skills. • Excellent oral and written communication
skills, including presentation skills. • Experience in contract

NECESSARY SPECIAL REQUIREMENTS: Valid Washington State driver’s license
or the ability to travel throughout the county in a timely manner.
