Minimum Qualifications
Education/Training: Masters Degree in business administration, social
work, vocational rehabilitation, public administration, counseling or
behavioral field. Ph.D. desirable though not required. Five years'
experience may be substituted for two years' education. Corporate
knowledge, with entrepreneurial or business start-up background, highly
desirable.
Knowledge, Skills and Abilities
* Strong organizational, written and verbal communication skills,
including experience with Microsoft Word, Excel and Access database
management and development.
* Experience and desire to work with and advocate for individuals
with disabilities.
* Experience in national, state and/or local policy development.
* Background in supported employment and/or customized employment
desirable.
* Ability to collaborate with multiple agencies and individuals,
building and gaining support for an intermediary to serve individuals
and their families.
* Knowledge of New Mexico state and local vocational providers,
employment services and private sector, especially with regard to
persons with disabilities.
* Working knowledge and understanding of Social Security
Administration SSI and SSDI programs, including benefits packages that
support individuals in employment.
* Collect, organize and present data on jobseekers with
disabilities, employment and related performance measures to Steering
Committee.
* Ability to conceptualize and direct program and outcome
evaluations.
* Ability to lead staff who assist hardest-to-place individuals
with disabilities in finding/keeping employment.
* Consensus-building and community organizing skills required.
* Direct and attend meetings of the New Mexico Employment
Institute Collaborative and Steering Committee.
* Proven ability in gaining Federal, state, private foundation
funding for similar projects/programs.
Applicant must pass background check. Statewide travel required,
including travel for program development and marketing at state and
local levels.
Additional Qualifications
Successful candidate requires management and leadership abilities, as
he/she will be responsible for hiring and directing staff who work
extensively with hardest-to-place individuals with disabilities and with
their families. He/she will be responsible for hiring and directing a
staff of Resource Specialists who, in addition to placing jobseekers in
employment and/or self-employment, will be responsible for the following
duties:
* With individual and family/advocate input, assist jobseekers
with Individual Employment Plan of Action and monitor progress toward
goals.
* Maximize funding sources by linking jobseekers to Division of
Vocational Rehabilitation program services, Working Disability Insurance
(WDI), Ticket-to-Work and other available supports.
* Develop and conduct statewide trainings on best practices in
customized employment (such as Individual Placement and Supports, Boston
Recovery and Vocational Assessments Models).
Successful candidate will develop the position descriptions and hire
Resource Specialists.
In addition, unique skills are required of the successful candidate, as
he/she will need to work closely with employers, vocational
rehabilitation provider agencies and public and not-for-profit agencies
statewide serving disabled individuals seeking employment. He/she will
work with One-Stop Career Center staff, including DVR Program Navigators
and other state and community providers, to insure user-friendly
environments for jobseekers with disabilities.
Successful candidate will report to a Steering Committee of a statewide
Employment Institute, and will be guided by an Employment Institute
Collaborative that serves in an advisory role to the Steering Committee.
Position location is Santa Fe, New Mexico.
