Dear Kathy,
If it is in a PDF file format and the creator has not turned on the
accessibility features when they wrote the darn thing, it will not be
accessible to screen readers.
You will have to contact the office that created it and demand that they
make it accessible.
Their are some programs out there that can untangle PDF documents, but even
they have their limitations.
I know, because I go around with it all of the time when people who write in
PDF don't turn on the features.
This is something that the Blindness Community needs to bring to Adobe and
get them to put some method of correcting PDF files automatically.
