Dan, 
Are you referring to a talking thermometer, or thermostat? I looked up thermostats  in partnership with ComEd yesterday for myself, and saw that they had subsidized/rebates for multiple thermostats that include some accessible options when used in partnership with a smart phone.  You might see  what is available to you that way. I'm not sure if ComEd is your utility provider, but they included other utility providers as additional sources. Let me know if you need more detail.

Chris and I just moved to a new apartment and it doesn't have a voice-activated thermostat. Can anyone recommend a good indoor talking thermometer? I did a Google search and found ones from Independent Living Aids and Maxi-Aids. I have purchased items from Independent Living Aids and had good customer service. I have never bought anything from Maxi-Aids so I'm not familiar with that company.
