I believe selling software without the accompanying disks is illegal.  For example, if somebody sells an authorized copy of JAWS and they continue to use the program themselves under the same authorization, they are breaching the license agreement because they have not transferred the license over to the buyer.  I would caution all of you against purchasing pirated software.
