I am deleting much of this and have no idea what happened here.

This is what my message in my sent mail here says:

Hi,

You will need to use some sort of image recognition for this. A PNG file is an image format so they are just putting pictures of the menu online now.

BE My Eyes has a windows app for example that would help here and there is an add-on for NVDA.
