Hi, Susan.
Sometimes, you might find that navigating with arrow keys with a screen reader might not always work immediately when a page loads. If this happens, try pressing the tab key to move your focus to the next control, such as a link, button, etc. After you press the tab key see if the arrow keys allow you to navigate.
Also, press insert-T to ensure that the title announces that you are, in fact, still in Google Chrome as sometimes the focus (meaning where you actually are) might have shifted.
