Finding the volume control in a player can be a problem, and you can do
things that inadvertently turn it down without an obvious way to return to
normal. I had this problem on YouTube for several months.
Rob, I would not mess with Chrome; unless you use the Chromevox screen
reader and learn some more keystrokes, it is not as well supported by the
mainstream screen readers. If you think a diffferent browser will help, I
would try Firefox. Search for "download firefox" and you should be able to
find it. When using Firefox, you will sometimes get better results with NVDA
than with JAWS. But I don't know whether any of these options will solve
your problem.

Changing browsers won't raise the volume level on their computer. The volume
is a function of your sound card.
