The Surface Pro is made by Microsoft and contains a full version of
Windows. Thus a Windows screen reader such as JAWS or Window Eyes can be
installed. It also contains the MS built in Narrator. I understand that
the Windows 10 version of Narrator is more robust, but I do not believe
that it has achieved the status of a true screen reader. Android
devices have a built in screen reader called Talk Back. Because Android
devices are made by a number of manufacturers and there are several
versions of Android out there, finding an accessible device requires
much more research. The devices marketed by Google run a stock version
of Android, and probably provide the best accessibility. Also, they are
most likely to be updated when a new version of Android or Talk Back
becomes available. Unlike Apple, components like Talk Back are updated
independently of updates for the OS. With Apple, you have to wait for OS
updates to get accessibility updates.

At least as far as the variety purchased by our agency (Surface PRO), it
can only be made accessible through a third party program, like JAWS.
Nothing is inherent in the operating system like Voice Over and Zoom on
an Apple device.
