[gui-talk] identifying a speech synthesizer

I know there was an sc01, sc02, and ssi263 chip, not sure what the 
differences were, although it sounds like sc02 and ssi263 were very 
similar. I don't think these chips actually did their own tts 
translation, but needed to be told what phonetics to say.
