On my computer, I have set my notification area to show all icons all of the
time. When I want to check on one of them, I simply press either Windows B
or (for JAWS) Insert F11 to bring up the list of items, then focus on what I
want.

I suggest as a work around to show all icons in the notification area and
see if the behavior (problem) changes.
When I open the other account (one I don't normally use) and select the area
to modify notification behavior, all shows up as I would expect. However,
when I do the same thing from the account I normally use, I don't see these
icons with the requisite behavior choices but, rather, a dialog that looks
as though I'm still in windows Explorer. I see a search box, a DESKTOP
button, a CONTROL PANEL button and a NOTIFICATION icon button plus if I
arrow once more to the right, I'm presented with a NOTIFICATION menu. I
can't do anything with it; hitting ENTER just dismisses it. So something has
changed in this account's parameters and I can't figure out what.

I've done a SFC /SCANNOW and all is reported as ok.

Weird!
