You might not need a shortcut.  In Windows 7, and I think 8, you can launch taskbar programs by pressing the Windows key combined with their left-to-right number along the taskbar.  So on my Windows 7 boxes, Windows-1 starts up IE.  Also, if you go to the taskbar instead, hitting the context menu key on a program gives you a "jump list" of things which that program can do.  In the case of IE, this includes some recently viewed websites.
