No; it assumes that, of necessity, all blind people should make provisions
for readers since, like it or not, this is still a world with a sighted
majority and, one presumes, blind persons are sufficiently resourceful to
get their needs met.

  The idea of people using readers makes some assumptions.  It assumes that 
all blind people have readers available.  This is not the case.  There are 
so many things on line now that need solving captchas.
